Congressman Meuser Reacts to Biden’s Blocking of U.S. Steel-Nippon Steel Deal

January 3, 2025

WASHINGTON, D.C. — Congressman Dan Meuser (PA-09) released the below statement following President Biden’s decision to block the U.S. Steel-Nippon Steel deal.

Meuser said, “President Biden’s politically motivated decision to block the U.S. Steel-Nippon Steel Deal is a significant blow to Pennsylvania and the American steel industry. His actions suggest he doesn’t understand the difference between an adversary like China and an ally like Japan. This shortsighted move risks thousands of current good-paying union jobs, halts critical investments in modernizing steel plants, and undermines a plan to create nearly 6,000 new jobs over the next several years. It sacrifices Pennsylvania’s economic future for political friends, leaving thousands of families and communities uncertain about their future.

“Currently, U.S. Steel is the 24th largest steel producer in the world, and Nippon Steel is the fourth. This deal would transform U.S. Steel into the largest steel producer in America, with all manufacturing staying in the Mon Valley and Western Pennsylvania. Nippon Steel committed to investing $2.7 billion to modernize facilities, introducing cutting-edge technology and innovation that would solidify the United States as a global leader in steel production. The entirety of the deal would be a $14.9 billion in investment in the United States, 40% higher than the next best offer. This is not outsourcing—it is insourcing, revitalizing American manufacturing and securing our domestic supply chains.

“The People’s Republic of China currently produces roughly 50% of the world’s steel, giving it an outsized influence over global markets and threatening the competitiveness of American industry. The United States must be the top steel producer in the world. This deal would ensure that American steel is made in America, paid for by Japan, but produced right here at home to support our workers, economy, and national security.

“I’ve sat across from steelworkers in my office who were overcome with emotion, with tears in their eyes, unsure about their future. These are Americans who have spent their lives building this country’s infrastructure, now left in limbo by this politically motivated decision. I’ve spoken with Local Pennsylvania Steelworker leadership: this deal is critical to the survival of thousands of families. Over 90% of Local Pennsylvania Steelworkers support the U.S. Steel-Nippon Steel Deal because they know it’s essential for their jobs, their future communities, and generations to come.

“Claims of national security risks are baseless. In fact, Nippon committed to move their North American headquarters to Pittsburgh as part of this deal. This plan keeps U.S. Steel in Pennsylvania. Japan is perhaps our number one ally in the world, with a government and people who have great admiration for President Trump’s leadership and his agenda. Thanks to President Trump’s policies, our allies like Japan have been able to support American steel production, strengthening our economy and ensuring independence in critical industries.

“Our hope and expectation is President Trump will step in, review this investment in a business-minded way as only he can, and hopefully save U.S. Steel while making it better for America. Revitalizing industries, securing jobs, and protecting American workers is his specialty, and much of Pennsylvania’s steel manufacturing future is at stake. We hope President Trump can save U.S. Steel for the second time and have Japan pay for it.”
